THE NORTHEAST...POTENTIAL FOR FLOODING CONTINUES OVER THE
APPALACHIANS...THE UPPER OHIO VALLEY...AND THE NORTHEAST ...

FLASH FLOOD WARNINGS ARE IN EFFECT FOR EASTERN KENTUCKY...
OHIO...WEST VIRGINIA...PENNSYLVANIA...VIRGINIA...MARYLAND...AND
NORTH CAROLINA.

FLOOD WATCHES ARE IN EFFECT ALONG THE APPALACHIANS...PORTIONS OF
THE LOWER GREAT LAKES...AND THE NORTHEAST INCLUDING...NEW
JERSEY...NEW YORK...PENNSYLVANIA...NORTH CAROLINIA...
VIRGINIA...WEST VIRGINIA...MARYLAND...KENTUCKY...OHIO...
VERMONT...AND CONNECTICUT. THE STORM PREDICTION CENTER HAS ISSUED
A TORNADO WATCH FOR WEST VIRGINIA...MARYLAND...SOUTHERN
PENNSYLVANIA AND CENTRAL VIRGINIA VALID THROUGH 4Z.  

AT 11 PM EDT...03Z...THE SURFACE LOW FOR THE REMNANTS OF FRANCES
WAS LOCATED NEAR LATITUDE 39.3 NORTH LONGITUDE 80.7 WEST OR 175
MILES WEST OF WASHINGTON DC. MAXIMUM SUSTAINED WINDS ARE 15 MPH
WITH SOME HIGHER GUSTS. MINIMUM CENTRAL PRESSURE IS 1001 MB OR
29.56 INCHES.  FRANCES HAS STARTED TO ACCELERATE... MOVING  TO THE
NORTHWARD AT APPROXIMATELY 20 MPH.
