PUBLIC ADVISORY NUMBER 17 FOR EXTRATROPICAL CYCLONE BILL
NWS HYDROMETEOROLOGICAL PREDICTION CENTER CAMP SPRINGS MD
11 AM EDT THU JUL 03 2003

...THE REMNANTS OF TROPICAL DEPRESSION BILL REACHES THE ATLANTIC
COAST... 

CURRENT WATCHES/WARNINGS...A FLOOD WARNING HAS BEEN ISSUED FOR
THE RIVANNA RIVER INCLUDING PALMYRA IN SOUTHERN VIRGINIA... AND
FOR THE LUMBER RIVER NEAR LUMBERTON IN NORTH CAROLINA.

AT 11 AM EDT...15Z...THE ORIGINAL SURFACE LOW (REMNANTS OF BILL)
HAS BECOME ELONGATED ALONG A STATIONARY FRONT LOCATED ALONG THE
DELMARVA PENINSULA.  THE LOWEST SURFACE PRESSURE IS FOUND NEAR 
LATITUDE 38.8 NORTH...75.9 WEST...JUST EAST OF ANNAPOLIS
MARYLAND...HOWEVER ON SATELLITE THE MOST IMPRESSIVE CYCLONIC
CIRCULATION IS LOCATED IN CENTRAL VIRGINIA ASSOCIATED WITH THE
UPPER LOW THAT HAS BEEN COUPLED WITH BILL OVER THE PAST 36 HOURS. 

BILL IS MOVING EAST NORTHEASTWARD AT 25 MPH AND THE SYSTEM IS
EXPECTED TO LEAVE THE MAINLAND SHORTLY. 

MAXIMUM SUSTAINED WINDS ARE 10 MPH NEAR THE CENTER OF
CIRCULATION...BUT WINDS ALONG THE OUTER BANKS OF NORTH CAROLINA
AND JUST OFFSHORE HAVE RANGED FROM 15 TO 25 MPH. THE MINIMUM
CENTRAL PRESSURE IS 29.80 INCHES...1009 MB.
