FROM A SESSION OF INTERNET EXPLORER OR NETSCAPE:

Place the following in address selection of the browser window:

ftp://ftp.hpc.ncep.noaa.gov/vgf/
double click on the proper directory and click on the file with the right mouse button, then choose "copy to folder" being the designated folder on your machine.
